Big Problem! Need help on MOBO changes failing

OS: Windows 7
MOBO: MSI P45-8D Memory Lover
GRAPHIC: ATI 4830
Mem: 2gb x 2 Corsair Dominator 800
Power: 650w

I tried to turn off SpeedStep from the bios setting through the setup but when I save and exit, it automatically shuts down.
When I try to turn it back on, the fans starts to move for 2 seconds, then turns off again, it repeats that on&off over and over till I unplug the whole power on the computer.

It doesn't even turn on, no beep sound, no nothing, its "about" to turn on then shuts down.
so imagine as you turning on computer, then shuts down immediately after 2 sec.
So, only fan and power led light turns on for a sec then goes down again.
Then after like a second, it turns back on again, then after 2 sec turns off again..
on and on.... till I plug out the power cord.

And I have to reset by taking out the battery from the mobo to put it to default again.
I havnet even touched the OC part of it yet, just trying to turn off SpeedStep.
It's very weird.

I read many forums, but nothing suits my situation, so I'm asking the geniuses here x]

Same thing happened when I tried to disable C1E as well.

So my conclusion? Well, Simple.
Whats the problem? How to fix it? How to make it work? Any Solutions or comments? Suggestions?

PS.
From the forums I read, something similar came up and said it was the CMOS prob.
Not sure on that for my situation, if it is, can you clarify it further.

awaken how long do you leave the battery out? also can you check the voltage on the battery .should be around 3.0 volts or a little higher 3.2

It's gonna be another hassle to take out that battery again. I have to remove the graphic card and what not, cause its right underneath it.
Not sure about the volts but its one of those round flatted battery.

How long do i leave it out?
1st time, I left it out like 30minutes (since I didnt know wth was going on)
2nd time, I left it out like 5-8min or so.
I succeeded both times resetting it to default.

Why do you ask?

But don't you need to turn off speedstep to OC ?

Thats the reason I'm doing it.

awaken yes you do have to turn speedstep and C1E off. also if your trying to overclock with the stock heatsink on the cpu don't try to push it to far it's not a good ideal .

also the reason I told about power option it may be the reason it powering down.
