HI EVERYONE
I like to build myself a new desktop computer to be fast but not for GAMES at all , be able to overclock just for the fun of it, surf the internet and watch movies. In addition I am very sensitive to noise especially when it comes to cooling fan.
To remind you I have built a few desktop computer for myself but my knowledge of motherboard and processor is minimal and cost to be at minimum. Thanks a lot MIKE.

A cool running cpu such as an E7400 ($120) or an AMD X2 4850 ($54) are 2 ideas. Overclocking stresses systems components and requires more robust cooling. This usually means more noise.
Consider an integrated graphics motherboard that uses the NVidia 9300/9400 chipset for Intel cpus or the AMD 780G for AMD. Another solution would be a passively cooled videocard such as an AMD 4350.
 
The only part of a desktop computer that makes noise is a fan. I'd like to suggest a quiet MB/CPU combo if I thought it would help your condition. Maybe something with a nice, upgraded sound card? 8).
