CPU Overheating Problem

I have a problem with my CPU. I start my computer and go into the MOBO BIOS and go to my Hardware monitor section where it tells me the CPU Temp, etc.. So I go in there and sit ther and watch my CPU temp, it starts around 32 degrees celcius at start up and rises and keeps on rising till i turn it off, I once turned it off at 82 degrees celcius and It was still rising. I cant figure out whats wrong with it, I removed all addon cards and unplugged my second HDD but nothing it just keeps going up. Any ideas? What made me start looking at my CPU'S temp was that whenever I started my computer it would lag like crazy and the mouse would lag for like a minute until it stopped and I cant play games on it.
