Is there anyway I connect 2 10/100 Ethernet adapter's one on-board the other PCI expansion, to one Router, to possibly get an Increase in performance, even if its a small increase?

You have to team them, but are you referring to an Ethernet or an Internet router? What's your setup? If you want to increase transfer speeds to/from the Internet, then you need to get a faster link.

I have a little cheap Airlink Router, it connects to my DSL modem, I was wondering if I can connect them together through the router so that I could set one for downstream and the other for upstream. Thought that it might increase internet speeds a little bit. I am a seasoned system builder but networking loses me, I just know how to set up simple networks.

If both connections are with the same ISP, then it can be done. What you're trying to do is to transmit via one IP address and receive through a different one. You can configure your router so that all upstream traffic is through one link and downstream traffic is through the other one. Your ISP needs to configure it's end so that all traffic that would normally be destined to the original IP address is redirected to the other one. You obviously need to have 2 static IP addresses, etc. If possible, getting a faster link would be much less expensive. Contact your ISP for pricing info.
