I was wondering if the GIGABYTE GA-EP45-UD3R LGA 775 Intel P45 ATX support crossfire?

Yeah i was but i found a mother board with 2 pci-e 2.0x16 slots, but what confuses me is it says pci-e 2.0 8x + pci-e 2.0 8x or 1 pci-e 2.0 16x.

This makes the hardware less expensive, and is on a lot of GB's lower end MOBOs - if you use just one PCIe slot, it runs at 16x speed; if you use two, they either 'kick-down' to two x8, or the second slot will only run at x4, on some of the boards - the x8 you likely won't notice, unless you're CrossFiring high end (4xxx) graphics cards; the x4 you will - it's usually used for x4 RAID cards, but even a lot of them have gone to a x8 interface...
