yes, your playing GTAIV on a dual core. upgrade to a new am2+/am3 or 775/1366 motherboard and a 720 BE or 955 for amd or Q9550+ or i7 920 D0 for intel and you'll see a difference in FPS.

but this PC was bought one week ago, so everything is new. I think is unnecessary to buy new processor cause GTA should work on Low even Medium quality...

Lol what sort of statement is that :pfff:
I mean, yea Quads give better frames than a dual, but he shouldnt be getting in the teens with that build
OP, please dont listen to Helloworld....
My friend gets the 30s with a slightly better dual, but he has the 9800GTX as well

Can u give any other measurements from other games?

NFS Undercover - cut for 2-3s - 2-3 times per one minute
Most Wanted - cut for 1-2s - 1-2 time for 5 minuts
GTA SA - doesn't cut

If I recall correctly, it's some crappy voltage regulator on the mobo that causes those processors to freeze/stutter. You can fix it by putting a fan on top of the regulator or by getting a new mobo, I think. Mine does it too, try doing some research.

sounds like something in the background is taking away system resources. the notion that you need a quad core is propagated by quad core fan boys that wet their pants at the sight of a game that actually utilizes more than 1 core.

the bottom line is your CPU is not that great and is probably bottlenecking your video card. a serious overclock is necessary on both your gpu and cpu. also look into background processes and what is using ram + cpu, often times anti virus coupled with malware and useless search functions in browsers will cripple even the most notorious systems.

also try updating and drivers from the manufacturer's website. Sometimes the computer sits on a shelf for a while and gets a little outdated.
