Does Comcast have a converter box with a digital video output that I can connect a Computer monitor to? It is one of those 15 pin blue plugs.

comcast doesnt have anything out of the box for this. however there are a few cables/boxes out there that will do this.

google hdmi to vga got me a couple of them.
also ps3 to vga got some as well.
