Low fps in WoW (graphics problem?)

I have a Nvidia EVGA 8800 GT 512 graphics card. I'm told this is sufficiant enough to play World of Warcraft (well), but I get very low frame rates when I enter cities especially Dalaran or Shatt. I have my graphics turn all the way down to the lowest settings and I still get only 29-30 fps (No addons). When I'm outside I get around 50-60 it goes up and down depending on the area. I don't understand what's going on. It's been like this since my system was built.

This card runs a little warm. I keep my fan speed at 85%, while playing my card gets to about 59 C. I've been looking at my PSU and I think it might be just a tad weak.. My 12v rails read 12v1: 16A, 12v2: 17A

Specs:
AMD 64 X2 5400+
Nvidia Geforce EVGA 8800 GT 512
2 Gb RAM OCZ
PSU: NZXT. PP500 500w

Looking for some answers.

make sure V-sync is turned off this will help greatly. My wife uses my old evga 8800 gts 512 to play wow. I have all of her settings including multisampling at max, of course she plays at 1440x900 but even when I used it at 1680x1050 on wow I still had all settings at max except multisampling.
Dont worry about temps your fine. I too kept my fan up high but in reality the card is fine up to the 90's. In wow at normal fan speeds you wont ever reach max temps unless your ambient is really high and your case has horrid airflow.
I'm using a gtx 285 now and with VSync and tripple buffering on I get slowdowns in many areas, but if I turn off V-Sync the framerates go through the roof.
If your running at a res 1680x1050 or lower put all settings on high leave vsync off and leave multi sampling off and you should be good to go. You will always see 'some' slowdown in highly populated areas such as dalran though so get used to it.

I'm going to try it, but I don't know how to turn off multi sampling.. It just gives me a list of settings in a drop down window. No "off."
