PCIe Running @ x1 instead of x8

My second Pcie is running at PCIe 2.0 x1 instead of x8 as the mobo said it should. According to my MB (TA790GX A2+) when running 2 cards, or one card in master without the paddle plugged in, the first one should be x8 and the second should be x8. When running the master slot with the paddle, I should get x16. I have 2 installed, and the master slot says it's x8, but the secondary slot says x1. I have a feeling that is why I cannot Crossfire the cards. I have a feeling it's a BIOS setting somewhere, but have tried just about everything i can think of, and nothing has worked. I am running 2 4850s
