Are you on your home network or a work network?

192.168.*.* addresses can not be used as internet addresses so the .233 computer has to be on your local network someplace.

what kind of firewall?
can you ping the ip from your workstation?
can you tracert from your workstation?

As indicated already this is a private IP and will be coming from your internal network, unless you have any VPN tunnels and using private IP's through that. In that case this IP may not be allowed through the tunnel based on your ACL so it is getting blocked.
