My windows xp will not allow me to add a new user what do i do

Hello, a computer I have just bought is logged on as administrator but it will not allow me to set up internet as it tells me I don't have the right to do this and to get someone with an admin account to set it up. I go into users and try and add new user and it tells me acces denied??? Not sure what to do???

well you clearly aren't logged on as admin if the XP is giving you such errors

Open your computer and hold down F8 . Go to safe mode. Let it load. Then you'll see on the loggin screen all your users clearly, including the administrators.

Thanx but I am logged in as admin.
