New to Cpu overclocking

Hi guys. I have a question:
I have the following pc
Motherboard: ECS P4M800-M7
Processor: Intel(R) Pentium(R) 4 CPU 3.00GHz (2 CPUs)
Memory: 2048MB RAM DDR-400
Hard Drive:200 GB
Video Card: Radeon X1650 Series
Power source: 400W

I'm guessing my CPU is with Hyperthreading...
Any who... I would like to try to Overclock my cpu, my RAM if possible, and my video card.
Could you help me out?

Get your hands on a digital multimeter and check your power supply voltages.

I typically don't trust software voltage readings but have never seen an OCCT 12v graph that looked that bad.
