Dvd rom missing

Hello,
I have been trying to get a brand new cd-rom to show up on my computer for a few days now.it's a IDE type and i have it set to master and the dvd-ram set to slave.but i had it set vice versa and it makes no difference any thoughts thank you

Do the drives show up in the BIOS? If not, then you either have the cables (both the data and power cables) inserted incorrectly or not fully seated. If the BIOS does detect it, but XP isn't, check the device manager to see if it shows up - there might be a hardware conflict or missing drivers. Updating the firmware might help too. There's also a small chance that the drive is incompatible with XP.
