Hardware interrupts 20-30%

Looking at Process Explorer, I see this all the time and it spikes to 50% sometimes. I have tried the driver uninstall and reinstall that is suppose to fix the problem, but it doesn't go away. I have my BIOS and drivers fully updated.

AMD Phenom(tm) II X3 710 Processor (3 CPUs), ~2.6GHz
Memory:
3326MB RAM OCZ Sli(4gb, but system reads that amount)
Hard Drive:
1 TB WD Greenpower.
Video Card:
ATI Radeon HD 4870 Sapphire 512mb
Operating System:
Windows Vista™ Business (6.0, Build 6001) Service Pack 1 (6001.vistasp1_gdr.090302-1506)
Motherboard:
Asus M3A78-EM/CM
PSU:
OCZ 500W ModXStream

The clocks for cpu, gpu and ram are appropriate.

do you have any programs running in the background that could account for this? Maybe an antivirus or indexing or what have you
