How to tell Windows to use 2 instead of 4 cores?

I read Tom's Hardware article "How many cores we need" and was excited when the article suggests we can tell Windows to start 1 or 2 or 3 cores of a quad core CPU.
I was able to follow the direction to the page "Advanced..." but the box on my screen where we can specify 1,or 2 or 3 was grayed out. I couldn't enter any number.
Does any oneknow how to make that msconfig utility work? My machine is driven by Windows Vista Home Premium 64 bit. I also tried on an Intel XP Home but it seemed mscinfig utility is not there.

Works for me, went into msconfig(in xp just start msconfig from the run screen) went into the advanced boot screen, ticked the box and it allowed me to select how many cores at start up.

Not wanting to sound patronising but you did check the box beside the number of cores to let you change it?

I need to be patronized. I didn't check the box. Now everything is ok.
