Installed new SSD, old HDD performing terribly

I had Vista on my old Hitachi 500gb HDD drive and it was working fine. Last week I installed a new 60gb SSD and Windows 7 and formatted the old hard drive. I moved my pictures, music, documents, etc. over to that drive as well as programs I don't use.

Problem is that drive seems to be performing terribly now... I checked the speeds with ATTO and they are the same as usual (about 80 read/write) but whenever I open a program from that drive or copy and paste something over the process is either extremely slow or does not work at all. I have Steam on that drive and it constantly freezes or will not boot up (I am pretty sure it is related to the hard drive and not the program).

What could be the problem? This is very frustrating.

Thank you.

Have you tried a different SATA port?

I have not, but I don't think that is the issue as the old hard drive is plugged into the same SATA port as it was when it was the primary hard drive and functioned fine.
