Can anyone explain the process of overclocking an AMD 64 X2 6000+ Brisbane 3.1 Ghz 2x512kb L2 cache 89W on a dell inspiron 531 with a RY206 mobo? (2x1gb dell 5 5 15 ram, 9500gt gpu)? I'm completely new to overclocking, but I hear the stock fan can handle some overclocking of the 6000+. Please break the process down simply for me! Thanks in advance.

You can't because the settings required aren't available in Dell computers, they lock the motherboards BIOS to the point it's useless. The 6000 is also already about at it's limits, even with a different motherboard you probably wouldn't reach 3.4Ghz stable.
