Workstation pulls same as OEM?

Shopping for a Nvidia Quadro FX1700 or FX3700.

Wondering if items listed as workstation pull-outs, such as those from a Dell or HP workstation, are exactly the same as new OEM product from PNY (Nvidia)?

Or are these cards somehow special and only compatible with those Dell or HP workstations?

Items listed on eBay for example, have specific HP part numbers yet appear to be the same graphic cards as from PNY. These also have ludicrous prices.

Many such are listed as "pulls" from existing workstations, either Dell or HP.

Are these Nvidia cards EXACTLY the same as those from PNY?
