My Pentium D 930 cpu fsb wont go past 210

i am trying to get my cpu up to 4.00ghz and i can only get it to 3.16. and when i change my fsb past 210 my pc wont boot, and then i have to take out the mobo battery and put it back in. i think i have to change another setting or somthing, but overclocking and bois stuff isnt my forte.. please help! thanks.
