Im running a network with 12 computers off of a Hughes HX50 Satellite system. Currently we have bandwidth management issues where some users download/hog avail bandwidth. Current system consists of HX50 sat modem acting as DHCP server(supposedly calling Bently Walker is the only way to turn the DHCP off) connected to a DLink DES1024d 24port switch. What would be recommended to optimiza and manage this network?

I have available a desktop computer with 2 nics i could setup as a server, but I would need seem help setting that up.
