what power supply is need for the P5Q PRO MOTHER BOARD WITH 3800 ATI VIDEO CARD

There is no 3800 ATI video card. There are 3850, 3870 and 3870X2. Then you could have CrossFire with more than 1 video card.
The power requirements are different for each. Can you be more specific?

3870 1 time have a 700 watt rockfish now but only reading on 12volt line 11.40 volts had a 800 watt power supply and it crashed when i was playing games my nephew say i need to be at 12volt and have at least 18amps on 12 volt line cause graphics card is pulling system down

For a single 3870 the Sapphire website recomments a 450W power suppy.

get a big SINGLE 12v rail. Im not crazy about Corsair, but it has that - one 12v with lotsa amps. see if you get 2 rails, it still may crap out on you bc the amperage (current rating) may be divided among the 2 rails. so get a PSU with 1 massive rail. Corsair 750TX. For better quality look at PC Power & Cooling, anything made by Seasonic. as always do reality check with Newegg user comments.
