Need Reccomendation for Reliable Fan Controller

I'm looking for a quick and cheap way to control the speed of 4 case fans.

Here are some requirements:
- occupies 1 5.25" bay
- dead silent, no beeping alarms (at least be able to turn them off)
- no temp sensors necessary
- full range of voltages from 0 to to 100%

The more increments the better.

I'm not expecting to pay more than $25 or so, as all I really want here is 4 potentiometers in a box.

That's what I'm looking for.
