How to cut out part of a mesh?

I'd like to cut out the top part of a Sims 2 whole body outfit and
make it into a shirt by itself, is there a way I can extract the mesh
and edit it? When I opened the package file with Simpe I didn't see
any GMDC data so I couldn't export to OBJ.
