Sapphire 4870x2 not performing good

Hello All:

I have a Sapphire 4870x2 and no matter what I do I dont get any performance out of it. I have tried Catalyst 9.2 and 8.12, with 8.12 being the worst and yes I did the DriverSweeper to get rid of any driver traces. I underclock the CPU aswell to compare and same results. Using 3DMark Vantage I'm getting less than 6000 points and playing crysis warhead I only get 20fps. Do I need to increase the PCI-E clock on the MB? Currently is set to 100. Do you guys think my card is bad?

MB: Asus M3A78-T
CPU: ADM Phenom 940 3.0Ghz at 3.6(OC)
Video: Sapphire 4870x2
Memory: G.SKILL PI Black 4GB DDR2 800
Cooler: XIGMATEK Dark Knight-S1283V
PSU: Antec Signature SG650 650W
OS: Vista HomePremium 64 bit.
