i cannot start my windows it keeps restarting

during the boot up, keep hitting F8 key until the menu shows up on the screen

use your keyboard arrow keys to select the appropriate option and hit enter to select

now in that menu, first look for the option that says something along the lines of
"disable automatic restart"
This will allow the computer to stop and show you the error it's having instead of automatically rebooting. When you get that error carefully write down any error codes or info it provides and post it here.

after that, using the same F8 procedure, try selecting to boot in safe mode
