Error 403 forbiden access denied

Hello,
I cannot open any news links on my Yahoo home page. I have CTV, CNN, Reuters, AP, People & Yahoo news modules but am getting "sorry, forbidden, you do not have permission to access this URL on this server. This has been going on for about 4 days. What do I need to do to fix it?

Resolution

To resolve this problem if using a broadband connection, you should remove the specified proxy from Internet Options by following these steps:

Click on Start
Click on Settings
Click on Control Panel
Double click on Internet Options
Click on the Connection Tab
Click the LAN Settings button and take the tick out of use proxy server.
Click OK

I am running XP. When I went to the "proxy server", it was not checked.

Your explanation on explaining the initial problem has made the most sense, but I am still getting the 403 error.
What to do to get rid of it?
