Error1723, splashtopdll missing

Hello,
i downloaded the EP0000230431.EXE to install quick web access which become inactive after formatting my hard drive disk. When i tryed to install it the error 1723. Saying that there is a .dll file missing of window installer spalashtopdll.dll I have a64-bit version of windows 7 ultimate os in my sony vaio eseries vpcea33en laptop.Please help.

try to install Ep0000207215 instead of previous.it may solve your problem
