Many new laptops come with 1066MHz FSB but have DDR2 memory with 800MHz. Can the laptop be upgraded to DDR3 memory and will it make a noticable difference?

You can't upgrade to DDR3 unless you buy a new laptop. You need benchmarks to measure the difference.

Which laptop are you talking about?

There really isn't something called DDR2-1066 RAM. Meaning there are no JEDEC standards for the stuff. What there is is DDR2-800 RAM that's been tested to run at the higher speed, generally with relaxed timings.
