Each card is unique, you'll have to find your own limits.

Yes i agree every card overclocks differently. My evga superclocked gtx260 oc to about 740 core 1480 shader and 1250 memory(volt increase 1150mV). Im currently running sli so its possible i have more oc headroom on one card but not the other. I would recommend getting an evga card because i believe you can only get there voltage software if you own there products. Helps push your card more + great warranty.

I don't think it matters, the GTX260 216 would still be faster.

The gtx 260 216 is only slightly faster but doesnt overclock to well like the 192 core. So its not much faster. Go for the cheaper one.

Is there any program i can use to see how far my GPU can overclock ? or program that overclocks my card itself ?

I Have the MSI GTX 260 OC (First version). Its pretty amazing as in how far you can overclock the card. I have bought 2 and both operate now at 751/1525/1200 (2400) @ 100% fan duty cycle on SLI but thats with a Bios voltage adjustment of 0.06v. When I just had one I could operate at 730/1475/1250 (2500) 100% fan duty cycle before the voltage tweak.
