I installed a few games with all drivers up to date
GEARS OF WAR = 62FPS (max)
COD:4 = 70-90FPS
RACE DRIVER GRID max 1680x1050 with 16xAAFF = 56FPS
I rebooted a couple hours later...
GEARS OF WAR = 10FPS
COD:4 = 20FPS
RDG = 25FPS
CRYSIS = 10FPS (medium @ 1280x720)
Then while running my fun 10fps crysis i noticed that the all games were using about 90% of core no1 and 30% of the rest, spiking up and down, very unstable cpu activity
I reset bios to default, cleared CMOS , same fps results
PLEASE HELP ME !!!! I BEG!!
Check your cpu temps. Maybe the cooler is not set right, that would make the cpu clock down. Also note that speedstep does this too, do not get them confused.

Is there anything else you added recently? did you change any settings in the Nvidia control panel? some setting have a negative effect on game performance.

everything is back to deafult, i even tried the omega drivers... it feels like the mobo hates my card, i even tried playing "i will survive" while launching crysis, that didn't fix the prob...
Is there any strange chance that your video cards power is not connected firmly? or that for some reason your card is not seated all the way? I had a improperly seated card drop to PCI-E X1 and that kills performance allot.
