My Desktop Problem That I've had For Over A Year!

Hello people, I think my PC is overheating, If I leave the computer on the desktop without doing anything, it will reboot within 45 - 60 minutes. If I surf the web and watch videos (especially if I watch videos) than it will reboot within 20 - 30 minutes. If I play a game, it will reboot within 3 - 5 minutes.

At first I had no idea what was going on, then I remembered hearing that XFX GeForce 8800 GT's sometimes have overheating problems. So I opened the side of my desktop and took an everyday fan and put it on the side of my PC, so it could blow into it. This worked, I could surf the web and watch videos when the fan was on low and if I wanted to play games I just put the fan on high. But the fan is really loud and is extremely loud on high. But I dealt with it for about 7 months.

Then about 5 months ago I was tired of the fan so I went in search of a fan that I could put on my Graphics Card. I found the

Zalman ZM-RHS88 Video Card RAM Heatsink for GeForce 8800 Series (http://www.quietpcusa.com/images/promo-zm-rhs88.jpg)

and installed it, but to no ones surprise, it failed and the same problem occurs. For my CPU's fan I have

Arctic Cooling Freezer 7 Pro (http://www.pccyber.com/?v=product&i=CF-ARC-ACFZP7)

Now I'm still stuck with this loud fan and I'm really starting to get pissed. I'm afraid to go out and buy something useless again so I'm writing this post. If you have any suggestions please they would be much appreciated. The only thing I can think of doing is buying a better power supply.
