Will PCI Express 2.0 x16 video cards LIKE THIS still work (at a degraded level perhaps) in a motherboard LIKE THIS that only has a PCI-E x16 interface

yes, pci-e 2.0 is backwords compatible with pci-e 1.1 (x16). you might see a slight performance drop with that card but nothing too bad.

What are the rest of your specs? The cpu may become a bottleneck for that card
