I just bought a Kingston 64GB SSD drive that I installed Windows 7 Ultimate to. If I were to connect my old 250GB drive using a third sata cable would I have full access to that drive from Windows 7? Would I be able to format that drive from within Windows 7 as well, and also if i installed games from steam how would i direct them to that drive?

Yes, once you plug in that drive, windows 7 should pick it up. You may need to allocate it in disk management first. You can choose to format the drive from disk management as well. Once you've allocated the drive and it has a drive letter, you can change the install path for anything you want to install, to that drive.
