I'd say that with the reduced airflow at peak, there will be a corresponding reduced airflow at lower speeds, this might make the PSU warm up, which might increase speed negating the benefit. You may be able to improve the situation by venting ambient air to the psu instead of system air to it, hence allowing it to run cooler. Try and get as close as you can to the original flow rate else you'll just run faster at load.
