Can/How I make a boot CD for Xp using Windows &?

My desktop will not boot into window. Not in Safe Mode or anything. Can I make a bootable CD using Windows 7?
If so, what do I need to do.

My husband shut off the power at the breaker box, and since then the computer wont boot up. I'm not that well versed on fixing a computer, but I am
hoping someone can explain to me how or IF I can make a boot disk using Windows 7 on my laptop.

You can't make a recovery disk for XP using Windows 7.

How far does the PC boot? Does it get to the loading Windows screen? If the PC was on when the power got killed, you could have damaged anything from the power supply to the motherboard to the hard-drive.

No matter what though, you need to get an XP setup disk to re-install Windows. If the PC gets past the BIOS ans tried to load Windows, get a new hard-drive, get an XP disk (from the PC vendor if you need to), install Windows on that, and copy over your Favorites, My Documents, Desktop folders from the old hard-drive.
