I have an 19" LG MONITOR and I am building a system with GA-EP45C- DS3, 600 WATTS,INTEL CORE DUO E 86OO PROCESSOR. wHAT DO YOU RECOMMEND AS THE MINIMUM VIDEO CARD TO GET? I AM NO GAMER AS SUCH, AND SO NOT TOO MUCH INTO THE COST.

If gaming is totally out of the picture then any video that can do DX 10 (assuming you're using Vista) will do.

A Radeon HD 4650 is a good choice if you think you will be doing some lite gaming in the near future. Otherwise look at something like a HD 4350/4550 or GeForce 9400/9500.

If you are planning to upgrade to a 1920x1080 / 1920x1200 LCD monitor, or connect the PC to an HDTV to watch Blu-Ray movies, then get the HD 4650 because it outputs better quality videos than the other mentioned video cards. Video quality is subjective to a certain point so if you don't want to spend a few $$ more for the HD 4650 then any of the other cards should do.
