Computer startup

Hello,
please can anyone help me sort out a problem i am having. when i go to start my computer up i am getting the following prioblem
i have to press F9 wiat a few seconds for the screen to show me a list of options for starting up. i have to press the down arrow until i get ti what i need then press enter for the copmuter to start up i know it is just the matter of the settings, if i dont start the computer this way i get the message that tell me it is starting from boot cd and does not start the computer but stays on that page.

1. Right click "My Computer" and select "properties"

2. Select the "advanced" tab

3. Click the settings button under "startup & recovery".

4. Select the default operating system from the drop down box and set the time to display options.
