PC will not power up. PSU failure?

hi,
my mates computer wouldnt turn on this afternoon, when you turn it on the cpu and side fans etc begin to spin for a fraction of a second and stop and nothing happens. Have tried starting with all drives unplugged and video adapter removed. checked all connections to mobo and used 2 different wall outlet cables. So far no progress.
Apparently earlier today the computer turned off twice randomly during the day and when he turned it on again it went fine but now it wont start at all.

Any ideas? Im thinking power supply failure. Any suggestions appreciated.

no lightning pretty sure. I will test with mine if i have to as we dont have a spare. How do you mean jump starting the psu alone? How would one do that?
 
Disconnect the main plug from the motherboard. Put a paperclip jumper from the green wire to either black wire beside it. The PSU fan should spin up. This does not necessarily mean that the PSU is good, because the fan represents only a minimal load. But if the fan does not spin, the PSU is certainly bad.
