low latency memory means faster???

At the same frequencies (speed in MHz), lower latencies are faster than higher latencies.

so at a higher MHz, ie 1450MHz would it be faster running this at say 9-9-9-27, or RAM running at 1333MHz at 8-8-8-24. or is the difference negligible in real life apps etc.

Yep, for DDR3 it is, unless you go from 1066 to 2400 or something like that, and even then you really don't feel the difference like the good old DDR2 days.
