TOSHIBA Satellite A305D-S6914 with ATI 3650 cant get CCC to work ???

As i stated I own a TOSHIBA Satellite A305D-S6914. It has a ATI 3650 graphics card. I have a desktop build with a 4870 x2 and CCC works fine. I reformatted the laptop when I got it to Vista Ultimate. After reformat and downloading ati catalyst drivers 9.2 I cannot access/find CCC anywhere (and yes i downloaded and installed it.). Any help would be greatly appreciated as it is driving me crazy not being able to correct the fuzzy colors. I read on other site there made be mother board drivers since it is a dedicated graphics card. Again any help or sence of direction would be greatly appreciated.
