Hi, I have a 19 inch monitor & wanted to know if the max resolution 1440*900 affects what kind of gaming card i buy ? I heard that a 4670 radeon or the 9600 GT is fine for that resolution and that maybe a ATI 4830 may be overkill ? Is that true ?

At that resolution, I dont think the 4830 would be overkill, just maximum graphics for almost every game :D.
The 4670 and the 9600GT are both good cards for that resolution.

What PSU do you have?

i have a 400 W PSU...i was told by someone that the 4830 would need atleast a 450 W PSU ....although recommended is 550 W.

So i am guessing if i do buy a 4830 i would need to upgrade my PSU....would a 400 W PSU work fine with a 4670 or 9600 gt?

I have a Dell XPS 400, pentium 4 dual-core 2.8ghz with an XFX 4850 running on the Dell 375 watt power supply. I can run everything on highest settings with no problems. The 4850s are not that power hungry compared to many other cards.
It depends on what kind of power supply you have. A cheapo 400 will be worse than a good name brand 350 watt.

Or you could just buy a 4670, which doesn't need much power and is a great card for the resolution you intend on playing at. If you really want the extra power then I suggest upgrading your PSU.
