First time overclocking a few days ago. Not too bad but I think i can do better, no?

NB volts: Not Sure
RAM: 8GB 1600Mhz DDR3 9-9-9-24-1T 1.5v- Could use some help setting this up, not sure what to do with RAM yet.

Cooling: Liquid-Corsair H50 Push/Pull
OS: Windows 7 64-bit

As for coolers. CAN ANYBODY FIND A US DISTRIBUTOR SELLING THE NZXT HAVIK 140? That cooler looks and seems like the very best for the buck IMO. After all after these reviews. Man.... $75 better and quieter as the Noctua D14, I think it's a solid buy.

My Sys PC is:
AMD PHENOM x 4 2.6 GHz BLACK EDITION
ASUS ATI RADEON HD4870 1GB DDR5
HDD 500GB SATA II
MOTHERBOARD M4A78 PRO
MEMORY 2 x 2GB DDR2 800Mhz KINGSTON 1600+
LC POWER 550W
MONITOR Acer V22.3HQ FULL HD
Looking at the video tells us the settings related to my CPU.
But I am not able to stand on 3.5 GHz All coreS.
I use program ASUS TurboV. I managed to raise my all 4 cores to 2.9 GHz and that at 100% load are stable!
With 1.35 V CPU Voltage or 1.45 V. And CPU frequency on 200 Mhz.
As soon as I raise my CPU frequency on 231 MHz my pc restarting
not stable.
I could not touch CPU frequency or what ?!
What's the problem? Why can not raise my cores to 3.5 GHz to be stable? Give me any advice!
