Hello,
please how can I determine if my SATA harddisk can be replaced by SATA II on my laptop (HP Compaq 6720s)?

SATA II drives are backwards compatible with SATA I, so a newer drive will work with your system. It will just run at the speed limitations of the SATA I (not really a major issue :) )
