On some laptops the drivers are included either on a CD or in a partition on the hard drive which usually contains a disk image of the operating system. If you have repartitioned the drive when you formatted it you may have lost that partition.
I would go to Toshiba's site and see what they have in the support section for your model.
If a particular component is problematic (for example the sound circuitry) you may be able to detect which brand of chipset is in use and get a driver from the chipset manufacturer's site.
