I have a old dell demension 2350 with a p4 1.7 ghz, i bought a p4 2.66 ghz offline. i installed it and the computer doesnt runs, it just turns on. why?

Beause your old bios dont support it. All you can do is see if there is a bios available that is compatible.

Just a guess, maybe your computer only supports CPUs with FSB's up to 400MHz, but that P4 2.66GHz has a 533MHz FSB.

The IntelĀ® 845GL Chipset on that motherboard supports only up to 400 mhz fsb. Unless you've got bios settings to force the motherboard to underclock the processor, it probably won't boot.

If you're lucky, you may be able to find a hacked BIOS for it online. Of course if something goes wrong you will end up with a dead motherboard, but it seems like that board isn't doing it for ya anyways ^_^.
