DVD/CD Drive Not Detecting Discs

My CD/DVD drives cannot detect any disc at all. It has been weeks and I'm very upset. I have check in the regedit but there is no upper filter or lower filter. I have checked device manager and found out that the driver was missing. I used Inspiron 1420 since three years ago(2007). The driver is PBDS CD/DVD. I am using Windows 7 Ultimate N. I have checked BIOS, I believe that it existed in BIOS known as repair bay or something if I wasn't mistaken. I never have trouble with my CD/DVD drive before. Please help me, I'm outsource now and does not know what to do.

If you have checked the lower/upper filters and reloaded the drivers/firmware, it sounds as if the drive it dead.
