this ram as only 3 timings 9-9-9 does that make it better then ram with 4 timeings?

No not better. Kingston didn't specify the setting, but the timing is present just like other RAM that may specify the timing.

And with timings of 9-9-9, it is not exactly what I would consider speedy memory at that.

Honestly, I would never buy anything that hasn't got some feedback on it. I mean, this memory may be fine, I just prefer to have some reviews atleast.

Just a suggestion, but this RAM has some pretty good timings.
