When ever I drag a folder near the edge of the screen in Windows XP it creates a toolbar (not taskbar) docked on the side of the screen. This is very annoying when trying to drag a folder to the recycle bin only to make a toolbar by accident and messing up the entire arrangement of icons on my desktop.
Is there any way to permanently remove/disable the Windows XP desktop toolbars?

there will be a registry entry you can adjust to disable this feature however not to sure where to locate it.

Why not just move the recycle bin away from the edge of the screen or delete the file using the delete key?
