i think the problem in my PC is the USB port..everytime i insert any kind of USB Driver to the USB Port the monitor display always appear Dell Untrasharp, and then i cant go to the windows until i not removing the USB Drive and Restart it using the power on of the CPU..now we cannot use the USB port.. my PC is Dell

Would you mind clarifying your problem? It's honestly very hard to understand what your problem is.

As I understand the sequence of events here

1) Boot windows
2)Plug in USB device
3)Monitor resets to the monitor 'Dell Ultrasharp' splash screen

Does this happen with all the USB ports?
What happens if the USB device is plugged in before booting?
Anything else happen when the USB is plugged in (front panel lights, drives and fans switch off etc)?
It sounds like there is a short in your USB device or USB port that causes too high a current drain and shuts down the motherboard, but it is hard to tell from your original post.
As romda said, a bit more info and i'm sure the forum can help
