95 watts to 125 watts feasible

There are several unanswered questions here.

First and foremost, will the new motherboard and power supply fit into the Acer case you mentioned?
The case looks to be micro ATX in size, but I do not see any interior shots for it. So, I cannot say whether your new motherboard, which you do not list anyway, could go into it. Likewise for the power supply.

Secondly, what 450W power supply are you planning to use? They are not created equal or anything like equal. A cheap one will not work, a good one may.

I think it depends on the PSU. Certain no name brands certainly won't be able to handle it. But any decent brands like Corsair should be able to run it. Heck, it would be even possible on 350W good brand PSUs as long as it has enough amps on the 12v rails.

You are in luck! It is in fact a ATX PSU and that one that Proximon listed is a great power supply. The brand is reliable so is the product itself. Heres a picture of it.

Do you guys think that a performance card like the 4870 will fit in this case? If it does it'll be pretty tight.

PS. Do you know what the processor your going to upgrade to is?

Those are the CPUs that are supported. The 125W is not an option however.

Hey i respect your help towards others !, I also have a m3201 and I'm intrigued with the information you hold however my specs are slightly different,:

Specs- AMD PHENOM X4 9150e (65nm)
2GB DDR2 Ram 800mhz
ATI HD 3200 (IGP) ( I want to upgrade this to a 4670 iceq 1GB Edition)
Motherboard Acer RS780HVF
PSU- 250WATTS

My main question is whether my system can run the 4670 iceq 1GB edition with my stock 250watts psu, since the 4670 does not need to draw power directly from the PSU however the PCI-E Slot it self?
